Performances for Previous Year of Staffs of RA Prime Minister and President of the Republic Are Presented

On June 2, at the joint sitting of the RA NA Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs the performances of the budgetary allocations for the previous were discussed.

The Chief of Staff of the Prime Minister Arayik Harutyunyan noted that in the reporting year indicator good result was registered – 91.2% performance. 27.6 billion AMD was designed for the implementation of 11 programmes: the specified budget was about 26.2 billion AMD. 10 budget programmes were carried out with the responsibility of the Staff: the expenditures were 23.9 billion AMD – 91.2%. The expenditures on the programmes with the responsibility of the Staff have grown 29% or 5.4 billion AMD compared with the previous year.

16.2 billion AMD is envisaged with the programme Ensuring the Authorities Implementation by the Prime Minister. As a result of amendments, the adjusted plan was 13.4 billion AMD, and the actual expenditure – 11.7 billion AMD.

In the reporting year for the modernization programme of the state sector 3.2 billion AMD was designed.

The programme Support to the Political Parties, the NGOs and the Trade Unions programme was carried out by 98.8%.

1 billion AMD was allocated to the Public Awareness programme, the programme was carried out by 96.3%. The expenditures of the given programme decreased by 33% compared with the previous year.

The performance by the programme the Civil Servants’ Training was 58.7%. Arayik Harutyunyan conditioned the abovementioned performance by the non-fulfillment of the announced competition.

The NA Vice President Hakob Arshakyan was interested in the reforms being made the state service system. As he assessed, professional specialists should be engaged in the state systems with dignified salary. Arayik Harutyunyan in his turn underlined the necessity of the continuous development of the state servants’ capabilities and the replenishment of the specialists. He informed that the public service strategy was accepted, efforts should be made for realization of the document.

Presenting the report on the financial activity of the Staff of the President of the Republic for 2021, the Deputy Chief of the Staff Khachatur Poghosyan noted that with the implementation programme of the president’s authorities about 1 billion 476 million 241.000 AMD was actually spent, about 98.33% of the adjusted budget. About 25 million AMD was saved and returned to the state budget. 433 laws passed by the National Assembly were signed, 6330 persons were granted the RA citizenship with decrees and orders, 11 higher diplomatic and class ranks were granted, 5 higher military ranks and 38 honorary titles were granted. 1153 people were awarded medals. 501 orders and decrees were elaborated and presented for the President’s approval. 17 charitable and 19 presidential initiative programmes were implemented.
